The Need for Transformation

While aspects of Ofsted have changed, and some of the initial excesses have been dropped, it remains essentially the same beast. This leopard will not change its spots. It does more harm than good.

Correction

  1. The PIRLS results for 2021(sic) are the source of the claim that we have the best readers in the western world. This is misleading
    1. We "Assessed one year later than originally scheduled".  The DfE write "Every education system’s data was collected during periods of substantial educational disruption, but it should not be assumed that this disruption was equal across education systems, or across time. England opted to collect data 12 months later than originally planned because of this disruption". In other words, all the other countries followed the PIRLS schedule but we waited a year hoping for better results. Presumably other countries would have higher scores had they waited.
    2. Never mind the rank ordering. The key figures are the scores which are comparable across the years. The score for England in 2021 (sic) was 558 which is one point lower than it was in 2016!

No Impact on Standards

In OECD's PISA tests  produce comparable results for each set of assessments. They are for 15 year olds and show the ability to use reading, maths and science. As the chart on the right shows the UK is essentially flat lining - to be generous.  Ofsted has not raised attainment levels. 

Inequalities

The latest analysis by Farquharson et al (2022) shows that the GCSE gap between those eligible from free school meals and those not eligible has remain constant over time
