After years of thinking about inspection Peter Tymms was exasperated by the inspection of the school where he is a Governor. Although the rating was "Good" the staff were not happy, and the advice given was woeful. An ignorance of the evidence base of interventions and a lack of sensitivity contributed to a feeling of outrage. As a result Peter joined with Frank Coffield, who is also an Emeritus Professor and together they are working on ways to Transform Inspection for Good. Frank produced a book - Will the Leopard Change its Spots? - which presented Ofsted with a new model of inspection. It had no impact on Ofsted.
We are indebted to Prof. Robin Alexander, Prof. John Gray, Prof, Matt O’leary, Ro Pengelly, Prof Chris Pascal, Prof Elizabeth Wood and John Bangs for their very valuable advice on earlier drafts which have helped to strengthen what follows.
Thanks also to Prof Bruce Carrington for his help with several of the images.
The opinions and mistakes in the present document belong to Peter Tymms and Frank Coffield.
Colin Richards comments that he finds our proposal a "genuinely an interesting idea". Thealternativebiglisten - Alternative Big Listen, Ofsted Inspectors, Ofsted's Stated Intentions : Report is now out and on their website " 80% of respondents felt the proposed Ofsted changes were either largely unfit for purpose or unfit for purpose"
